SRB UPDATE - APRIL 2004

The Boscombe Working Community Partnership was established in 2000 to oversee the SRB (Single Regeneration Budget), a “pot” of money allocated through the SWRDA (South West Regional Development Agency). 1.457 million pounds was allocated to the Scheme to look at Social and Economic Regeneration in the two Boscombe Wards. The Partnership was tasked to deliver this regeneration through a number of mechanisms. Matched funding from Partner organisations either in kind or real brings the funding to the SRB Scheme up to 4.5 million pounds.

The Partnership is Chaired independently by Michael Parkinson and normally meets on a quarterly basis (although extra Board Meetings are convened during busy periods). The Board is made up by members of the Boscombe Community and respective groups along with professionals representing organisations working in Boscombe. Bournemouth Borough Council acts as the Accountable Body for the SRB Scheme.

The role of the Board is to look strategically at what is happening in Boscombe regarding Community and Economic Regeneration along with being the body responsible for agreeing spend on Projects. Board Meetings are generally open to members of the public although certain items may be closed due to sensitive issues being discussed. Full Board Minutes are published and copied to sites around Boscombe for viewing and comment. The Scheme Manager, Neil Poulton works directly to the Board.

Underneath the Board, there are four main Theme Groups namely:

Community
Environment

Each of these Theme Groups has a specific SRB Strategic Objective to enable them to focus on what they are trying to achieve. These Strategic Objectives are:

ENTERPRISE AND EMPLOYMENT (SO2) – To support and promote growth in local economies and businesses through promotion of entrepreneurial activities, creating employment possibilities and boosting local employment viability and (SO5) – To enhance the employment prospects, education and skills of local people- through education, enterprise and health initiatives

SUPPORT (SO4) – Address social exclusion and enhance opportunities for the disadvantaged – through positive intervention to equip individuals to participate and improve personal independence

ENVIRONMENT (SO3) – Promote sustainable regeneration, improving and protecting the environment and infrastructure including housing through development of security and pride of place, raising area profiles

COMMUNITY (SO1) – Tackle crime and drug abuse and improve community safety through increasing opportunities for local people to be active in community activity and developing their capacity to engage with local service providers.

Theme Groups are responsible for bringing projects forward for potential funding and meeting the aims of the SRB Scheme. Each of the Theme Groups has a Co-ordinator who is tasked with arranging and chairing meetings and assisting the bringing forward of possible Projects to be funded through SRB. The Theme Groups also carry out Project Development on prospective projects before being passed on for Community Appraisal.

Once suitable projects have been developed through the Scheme Manager and respective Theme Group, and they are deemed suitable for potential SRB Funding, they are then passed on for Community Appraisal.

The Community Appraisal Panel meet when there are projects suitably developed ready to be appraised. The group have strict guidelines set by the SWRDA under which Appraisal is carried out. ALL members of the Panel are residents of Boscombe. On completion of Community Appraisal, the Panel will make a recommendation to be passed forward for Board Decision or not.

The Board have the final say in whether a project is funded through SRB or not.

The Partnership work closely with a number of key organisations in Boscombe namely:

They are also linked in nationally with:

Representation from many of these organisations takes place at Board and Theme Group.

Many Projects have been funded to date by the Partnership, and in some cases with funding continuing until the end of the Scheme. They are:

SETTING THE AGENDA - £5,000 to pay for the Quarterly Boscombe Eye and the possible Annual Community Conference

BOSCOMBE ARTS FESTIVAL - £15,000 (JUST FINISHED) to assist in the Annual Boscombe Arts Festival

TALKYOUTH - £2530 – Funding to purchase a computer and printer working with the Boscombe Youth Forum

SHOPCARE – Small allocation of £900 to improve frontage of derelict shop fronts

BOSCOMBE SOCIAL ECONOMY - £80,000 to assist in funding for The Boscombe Credit Union and The Wessex LETS Project

COMMUNITY GRANTS AND TRAINING PROGRAMME – Total funding allocated £147,000. This grants programme as overseen by the Community Theme Group allocate Small Grants to Community Groups of up to £3,000. Hopefully, this is a much simpler process that going through the Main Grants Application Process. Over 30 small grants have been allocated to date

COLLEGE OUTREACH - £90,000 was allocated to the College Outreach Project aiming at bringing Education back into the Community at more suitable locations for those that perhaps would not attend more formal classes

NEW START - £84,000 was awarded to this project. The funding provided a worker for this project that works with vulnerable young people in Boscombe. The project is based at the 896 Coffee Bar.

CLOUDS WORKING RECOVERY PROJECT – Clouds were awarded £40,000 to establish a programme based around Employment Mentoring involving people coming through Clouds and onwards into employment

SPRINGBOURNE FAMILY SUPPORT – Springbourne Family Support were allocated £45,000 to secure two posts in the unit and to enhance current and prospective new projects within Springbourne Family Support Project

BOSCOMBE ENTERPRISE GRANTS PROGRAMME - £100,000 was allocated to assist new business to start in Boscombe and enable existing businesses to be developed, also in Boscombe. In the year that this project has been running, 12 businesses have been supported with a number of new ones coming forward.

SHELLEY PROTECTION GROUP - £10,000 – Was awarded to this group to carry out a feasibility study. Unfortunately, the Group were not successful this time in seeking further funding through the SWRDA.

SQUARE ROUTES – The Partnership allocated £23,000 for environmental improvements at St James Square, Boscombe. Landscaping and the replacement of railings around the Square have returned St James Square back to its original Victorian splendour.

VITA NOVA - £76,000 of SRB Funding was allocated to the Vita Nova Project to assist in the taking on of new business premises and the employment of a full time Project Worker. Vita Nova is a great success for the Boscombe Community

ENTERPRISE CENTRE – £36,000 Funding has been allocated to the Enterprise Centre that is currently under construction at Station Approach. Further funding has been received for the Capital Expenditure through the SWRDA

BOSCOMBE FAMILY DROP IN - £54,300 was awarded to Boscombe Family Drop In to enhance their outreach and move on provision within the project

ST JAMES PEACE GARDEN - £3,500 was awarded to St James Church Boscombe to assist in the building of their Peace Garden
All funding for these Projects has come through the SWRDA via Bournemouth Borough acting as the Accountable Body. Agreement has been reached through Theme Group, Community Appraisal and Partnership Board Decision.

NEW PLATFORM
– application coming forward for up to 40K
ENERGY EFFECIENCY
– possible application (funding unknown) to carry out Energy Efficiency measures in Private Rented accommodation
TS PHOEBE
– Possible application to assist in the re-build of the Sea Cadets premises (UP TO 50k)
AFCB
– Possible application (UP TO 50K) for the conversion of part of the club stand (underneath) for Community usage

ALL of these applications will be subject to the normal processes of reaching Board Decision.

The Scheme, as overseen and Managed by the Boscombe Working Community Partnership currently expires March 2006. Negotiations are currently underway with The SWRDA looking at a possible year's extension due to a very slow start in delivering projects. An extension would also allow the full allocation of funding to be spent in Boscombe.

After a particularly difficult time the SRB is getting back on track and starting to deliver Real Projects that will make a Real Difference in Boscombe. A number of key issues that have affected both administration and processes and procedures for bid applications have now been ironed out and agreed as a Board. This will, in the future, enable us to have a robust Scheme that is both on target with our Delivery Plan and in line with Regeneration in Boscombe.

SRB has continued to build links within the Community and has maintained the five Theme Groups, namely

Employment

These Themes have remained as the platform for both seeking potential bids and in working these bids up to a suitable level prior to going for Community Appraisal, where members of the Community make decisions about passing bids forward for Approval.

This is of vital importance with the Community both being enabled to make these decisions and accepting the responsibility that goes with it. Community involvement in the Scheme is still of great importance. Interested parties can join any of the Theme Groups and play an active role in SRB and the future of Boscombe. Theme Groups are currently meeting on a monthly basis at a time suitable for all. Each Theme Group elects a member of the Group to sit as a Community Representative On the Boscombe Working Community Partnership Board. This Board has the overall responsibility for Delivery of SRB in Boscombe.

Projects In The Pipeline

- Funding for the fitting out and running of workshops for disadvantaged / disabled people

- To fund an employment mentor to support people in recovery back into employment / training

- An environmental project to carry out work at St James’ Square

- To assist in the funding for Stage 2 development leading to architectural plans being drawn up
This will lead to a full funding bid being sought - not necessarily from the SRB

- The Entry Point - to provide a dedicated officer to work with the long term sick / unemployed
Springbourne Family Support
- Funding to continue development of the Springbourne Family Support Group
Living Over the Shops
- Funding to bring back vacant space for much needed accommodation
Open Space Improvements
- Development of the two “wedges” (end of Palmerston Road and Ashley Road)
Improving Home Efficiency
- A project to look at developing energy efficiency
